The Westfield Fire Department’s Command Staff provides strategic leadership, administrative oversight, and operational direction to ensure the effective delivery of fire and emergency services. The Fire Chief establishes the Department’s vision, policies, and priorities while overseeing personnel, resources, and overall operations. The Assistant Chief supports departmental administration and oversees key functions such as training, fire prevention, logistics, and emergency medical services. The Deputy Chief provides senior operational leadership, coordinates departmental activities, and supports staffing, resource management, and major incidents. District Chiefs oversee daily field operations, coordinate emergency responses, manage personnel and resources, and maintain readiness across all shifts. Collectively, the Command Staff promotes safety, accountability, communication, and operational excellence while ensuring the Department remains prepared to serve the community.

Fire Chief Adrian Dillehay serves as the highest-ranking officer at Westfield Fire Department, where he is directly responsible for the efficient operation of the entire organization. He has been a dedicated member of the Houston Fire Department since 2011, bringing extensive experience in fire service leadership. Chief Dillehay’s responsibilities include overseeing all personnel, strategic planning, policy development, and fiscal management, ensuring the department operates at the highest standards of efficiency and effectiveness. His leadership plays a critical role in shaping the department’s direction and ensuring its continued success in serving the community.

Assistant Chief Sir Michael Branch has been a dedicated member of the Channelview Fire Department since 2012 and currently serves as Assistant Chief at Westfield Fire Department. In his role at Westfield, Chief Branch is responsible for the administration and coordination of the department's operations, including emergency response. Prior to his tenure at Westfield, Assistant Chief Branch worked with the Houston Fire Department from 2007 to 2021, where he gained extensive experience in fire suppression, emergency management, and leadership.

Deputy Chief Leonel Garcia has been a dedicated member of the Houston Fire Department since 2014 and currently serves as Deputy Chief at Westfield Fire Department. In addition to his leadership responsibilities, Chief Garcia manages fleet maintenance at Westfield, ensuring that all vehicles and equipment are maintained at optimal standards to support operational readiness. His expertise in fleet management, combined with his experience in fire service operations, plays a crucial role in enhancing the department's efficiency and ensuring the reliability of its resources.

District Chief Samuel Rogers Jr. has been a valued member of the Houston Fire Department since 2004 and currently serves as a District Chief with the Westfield Fire Department. In his role at Westfield, Chief Rogers oversees facilities maintenance, ensuring that Department facilities, systems, and infrastructure are properly maintained, functional, and ready to support daily operations and emergency response. Chief Rogers is also a member of the Houston Fire Department’s Aircraft Rescue and Fire Fighting (ARFF) team at George Bush Intercontinental Airport, where specialized personnel provide continuous, around-the-clock emergency response to aviation incidents. The ARFF operation utilizes specialized apparatus, including high-capacity crash trucks equipped to rapidly apply large volumes of water and environmentally responsible firefighting foam during airfield emergencies. His extensive experience in fire service operations, aviation emergency response, and facilities management, combined with his leadership and commitment to operational readiness, contributes significantly to the Westfield Fire Department’s ability to maintain a safe, effective, and professional environment for its personnel and the community.

District Chief Michael Smith has been a dedicated member of the Houston Fire Department since 2011 and currently serves as a District Chief with the Westfield Fire Department. In his role at Westfield, Chief Smith oversees records management and is responsible for the Department’s small engines and chainsaw program, ensuring equipment is properly maintained, operationally ready, and available to support emergency and incident response. Chief Smith is also a member of the Houston Fire Department Wildland Division, a specialized 42-member team affiliated with the Texas A&M Forest Service and the Texas Intrastate Fire Mutual Aid System (TIFMAS). The Wildland Division deploys resources throughout Texas for wildfire suppression, conducts urban prescribed burns in partnership with local parks, and trains for natural disaster debris response. His extensive experience in emergency operations, wildland response, and equipment management, combined with his leadership and commitment to operational readiness, contributes significantly to the Westfield Fire Department’s ability to provide safe, effective, and professional service to the community.

District Chief Pablo Hinojosa has been a dedicated member of the Little York Fire Department since 2015 and currently serves as a District Chief with the Westfield Fire Department. At Westfield, Chief Hinojosa oversees quartermaster responsibilities, manages the Department’s social media presence, and serves as the sole FAA Part 107-certified drone pilot, with primary responsibility for Drone 25 and its associated operations. At the Little York Fire Department, he is one of two pilots for Drone 81 and an active member of the Little York Fire Department’s UAS (Unmanned Aircraft Systems) team. His work includes operating advanced drone and camera systems to support emergency response, incident documentation, and aerial imagery. Chief Hinojosa also contributes to Little York’s social media team, providing professional drone footage and video content that helps showcase the department’s operations and service to the community. Prior to his fire service career, Chief Hinojosa served in the United States Marine Corps, an experience that contributed to the discipline, leadership, and operational skills he brings to his work in the fire service. His combined experience in emergency operations, technology, media, and resource management contributes to the professionalism and effectiveness of both departments.

District Chief Rob Allen has been a respected member of the Houston Fire Department since 2001 and currently serves as a District Chief with the Westfield Fire Department. In addition to his leadership role, Chief Allen oversees the Department’s pre-planning initiatives, supporting operational preparedness and strategic response. His extensive experience in fire service operations and planning has contributed significantly to the Department’s effectiveness, helping ensure a high level of safety and readiness for both personnel and the community. After a distinguished career with the Houston Fire Department, Chief Allen retired from HFD in 2026 and continues to bring his experience and leadership to the Westfield Fire Department.
